Effective January 1, 2014, Public Contract Code 20111.6 requires all general contractors and certain first-tier subcontractors performing mechanical, electrical and plumbers (MEP) work on qualifying public works project valued at $1 million or more and funded whole or in part with state facility bond funds be prequalified with the District:

• General Contractors (Class A and Class B),
• First-tier Subcontractors performing covered MEP work under one or more of the following CSLB license classifications: (C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46)

Important: Prequalification is determined by the subcontractor's assigned scope of work, not solely by the CSLB license classification held. Certain license classifications authorize both MEP and non-MEP work. Where a listed license classification includes both covered and non-covered work, only subcontractors performing the covered MEP scope are required to be prequalified. Refer to the specific bid documents for the applicable project requirements.

Contractors/subcontractors required to be prequalified or needing to renew their prequalification status must submit a complete prequalification questionnaire packet through QualityBidders.com no later than 10 business days prior to the bid opening on any advertised project in order to qualify to bid on that project.

It is the responsibility of the contractor submitting the bid to ensure all subcontractors are prequalified prior to the bid opening. If it is found that a contractor has listed a subcontractor in their bid that utilizes any of the licenses required to be prequalified and is not prequalified with the District for five business days prior to the bid opening, the contractor's bid will be rejected and deemed non-responsive.

Prequalification approvals remain valid for one calendar year from the date of approval.
